ETAPA I – Durata etapa: 5 luni (Luna 1 – Luna 4)

Activitatea 1.1. Analiza solutiilor actuale si cerintelor legislative in domeniul SIGHAB – Studiul solutiilor moderne in privinta echipamentelor mobile pentru alimentarea alternativa, monitorizarea si comunicatiile necesare in taberele de supravietuitori si in instalatii temporare cu destinatii speciale cu sau fara personal

Durata activitate: 2 luni (Luna 1- Luna 2)

Se vor analiza solutiile traditionale de alimentare cu energie pentru taberele de supravietuitori si instalatiile temporare insulare ale unor institutii pentru a vedea domeniul de putere si compunerea sistemului de generare, atat utilizand mijloace traditionale (generatoarele electrice cu combustibil fosil) cat si solutiile regenerabile (generare eoliana si fotovoltaica) cu respect pentru pozitionarea echipamentului in teritoriu si anotimpul in care se organizeaza amplasamentul. Ansamblul energetic va fi controlat de o centrala care permite si incarcarea bateriilor aflate in dotare. Se vor analiza solutiile de monitorizare perimetrala si interioara, de areal, a taberei, atat pentru asigurarea pazei si protectiei zonei cat si pentru optimizarea consumului la iluminatul ambiental pe timp de noapte. Se vor analiza solutiile de monitorizare a functiilor biologice vitale pentru personalul cheie din tabara cat si pentru subiectii aflati sub supraveghere medicala continua. Se vor analiza solutiile de comunicatie necesare pentru legatura dispozitivului cu exteriorul, atat in radiofonie cat si in comunicatii de date si gsm. Pentru comunicatia ocupantilor taberei intre ei si eventual cu exteriorul, folosindu-se telefoanele mobile personale. Se va studia posibilitatea introducerii unei centrale locale complexe radio si gsm.

Activitatea 1.2. Elaborare model experimental – Elaborarea documentatiei de executie a modelului experimental pentru generarea alternativa, controlul sistemului, monitorizarea perimetrala si a parametrilor biologici

Durata activitate: 4 luni (Luna  2- Luna 4)

Elaborarea documentatiei de executie a modelului experimental pentru sistemul de alimentare format din electro-generator, turbina eoliana, panouri fotovoltaice, centrale integratoare si sistemul de baterii la care se adauga sistemele de suport mecanic pentru panourile fotovoltaice si catargul pe care se monteaza turbina eoliana. Elaborarea documentatiei de executie pentru sistemul IT al ansamblului, pentru sistemul de senzor perimetrar, pentru sistemul de comunicatii interne si externe si pentru sistemul de monitorizare al parametrilor biologici vitali pentru personal si subiecti.

Activitatea 2.1. Realizare model experimental SIGHAB

Durata activitate: 3 luni (Luna 4 – Luna 7)

Modelul experimental va fi realizat la scara, tinandu-se cont de scalabilitatea initial declarata a ansamblului, astfel incat desi componentele vor fi nominale, numarul acestora va fi redus astfel incat sa se poata proba functionalitatea ansamblului fara a fi nevoie sa se desfasoare intreaga complexitate a echipamentului propus. Aceasta reducere prin scalabilitate se va aplica pentru panourile fotovoltaice, capacitatea bateriei, numarul de senzori perimetrali si de areal si pentru sistemul de monitorizare al functiilor vitale. Se va proceda la realizarea modelului conform documentatiei elaborate, iar sistemul software va fi realizat astfel incat sa suporte scalabilitatea atat de la nivelul modelului cat si de la momentul realizarii prototipului, respectiv al productiei de serie.

Activitatea 2.2. Experimentarea partilor componente si a ansamblului modelului SIGHAB

Durata activitate: 2 luni (Luna 7 – Luna 8)

Experimentarea modelului va tine seama de realizarea prin scalabilitatea acestuia si va consta in verificarea solutiei mecanice de fixare si ale performantelor electrice in cazul centralei cu alimentare multipla, se va verifica functionalitatea software-ului din sistemul IT si modul in care s-a tinut seama de factorul uman si ergonomie, se vor testa ansamblurile de senzori perimetrali si de areal, functionalitatea complexului de telecomunicatii si al celui pentru monitorizarea functiilor biologice vitale. Dupa verificarea elementelor constitutive ale sistemului se va face o verificare a ansamblului pentru a vedea modul in care solutia IT poate gestiona si monitoriza intregul sistem. Se vor face ajustarile necesare.

Activitatea 2.3. Elaborarea caietului de sarcini initial pentru modelul experimental al sistemului SIGHAB

Durata activitate: 1 luna (Luna 9)

Se va elabora caietul de sarcini initial pentru modelul experimental, in care se vor preciza atat functionalitatile si modul de obtinere al acestora, cat si modurile de verificare si testare al gradului de indeplinire al acestor parametri.

Activitatea 2.4. Prezentarea si demonstrarea functionalitatii modelului SIGHAB si elaborarea manualului tehnic si de utilizare primar

Durata activitate: 1 luna (Luna 10)

Se va intocmi un raport referitor la modul in care a fost demonstrata functionalitatea sistemului, cu respect pentru usurinta de utilizare atat in operare cat si la operatiile de despachetare si impachetare, tinandu-se cont de mobilitatea proiectata a sistemului. Se vor intocmi manuale de prezentare tehnica si manuale de utilizare primare pentru sistem.

Activitatea 2.5.  Studiu de fezabilitate tehnica

Durata activitate: 2 luni (Luna 11 – Luna 12)

Se face un studiu care sa probeze fezabilitatea solutiei tehnice adoptate si avantajele marcante ale acesteia fata de solutiile traditionale. Se va pune accent pe disponibilitatea sistemului pentru situatiile de urgenta conform proiectului, pe mobilitatea acestuia si solutiile ecologice inglobate in el.

Activitatea 2.6. Protejarea drepturilor de proprietate industriala pentru ansamblul SIGHAB

Durata activitate: 2 luni (Luna 11 – Luna 12)

Desi majoritatea componentelor sistemului exista pe piata, imbinarea lor intr-un ansamblu avand aceasta functionalitate si complexitate, reprezinta o idee inovatoare in sine si impreuna cu alte elemente inovative ce vor aparea pe parcursul cercetarilor, vor face subiectul unei cereri de brevet de inventie la OSIM.

Activitatea 2.7. Proiectarea şi  elaborarea documentației de analiză tehnico-economica

Durata activitate: 2 luni (Luna 12 – Luna 13)

Cu experienta acumulata in faza de cercetare, proiectare si realizare a prototipului si pe baza modificarilor si documentelor rezultate din experimentarea acestuia, se va trece la elaborarea documentatiei de analiza tehnico-economica.

Activitatea 2.8. Elaborarea documentatiei tehnice de realizare a produsului SIGHAB

Durata activitate: 2 luni (Luna 13 – Luna 14)

Pe baza documentatiei de model de experimentare si demonstrare se va elabora documentatia tehnica cu intreg fluxul tehnologic pentru realizarea produsului SIGHAB. Se are in vedere atat realizarea de subansambluri electrice si electronice, cat si componente mecanice speciale care intra in compunerea sistemului.

Activitatea 2.9. Elaborare caiet de sarcini

Durata activitate: 1 luna (Luna 15)

Se va face elaborarea caietului de sarcini, tinandu-se cont de experienta acumulata pe model si cerintele specifice ale produsului final.

ETAPA III – Durata etapa: 13 luni (Luna 16 – Luna 28)

Activitatea 3.1. Proiectarea, realizarea, verificarea si experimentarea prototipului SIGHAB

Durata activitate: 4 luni (Luna 16 – Luna 19)

Se vor proiecta toate subansablurile sistemului in conditiile de realizare a produsului SIGHAB, pentru care se face prototip: sistemul de alimentare format din electro-generator, turbina eoliana, panouri fotovoltaice, centrale integratoare si sistemul de baterii la care se adauga sistemele suport mecanic pentru panourile fotovoltaice si catargul pe care se monteaza turbina eoliana. Elaborarea documentatiei de executie pentru sistemul IT al ansamblului, pentru sistemul de senzor perimetrar, pentru sistemul de comunicatii interne si externe si pentru sistemul de monitorizare al parametrilor biologici vitali pentru personal si subiecti. Pentru aceste subsisteme si pentru ansamblu se va realiza prototipul care va fi experimentat conform procedurilor din caietul de sarcini.

Activitatea 3.2. Elaborare manual de prezentare a solutiei propuse

Durata activitate: 1 luna (Luna 19)

Se va elabora un mandat de prezentare comerciala, unul de prezentare tehnica si manualul de utilizare al produsului.

Activitatea 3.3. Elaborarea documentatiei de pregatire a fabricatiei

Durata activitate: 4 luni (Luna 19 – Luna 22)

Se va pregati documentatia tehnologica de elaborare a produsului, avand in vedere toate specificatiile de mediu si de rigiditate mecanica.

Activitatea 3.4. Elaborarea documentatiei de executie

Durata activitate: 3 luni (Luna 22 – Luna 24)

Se va elabora si definitiva documentatia de executie electrica, electronica, mecanica si software pentru sistemul SIGHAB.

Activitatea 3.5. Punere in functiune – testare si verificare prototip in scopul validarii

Durata activitate: 4 luni (Luna 25 – Luna 28)

Prototipul va fi testat de componentele functionale si in ansamblul sau, realizandu-se buletine de test conform procedurilor din caietul de sarcini.

Activitatea 3.6. Definitivarea caietului de sarcini

Durata activitate: 1 luna (Luna 28 )

Pe baza experientei acumulate la realizarea si testarea prototipului se vor definitiva specificatiile din caietul de sarcini, atat din punct de vedere tehnic cat si din cel al procedurilor de testare.

STAGE I – Stage duration: 5 months (Month 1 – Month 4)

Activity 1.1. Analysis of current solutions and legislative requirements in the field of SIGHAB – Study of modern solutions regarding mobile equipment foralternative power supply, monitoring and communications necessary in survivors camps and in temporary special-purpose installations with or without personnel.

Stage duration: 2 months (Month 1 – Month 2)

Traditional power supply solutions for survivors camps and temporary island installations of institutions will be analyzed to see the power domain and the composition of the power generatior system, using both traditional means (fossil fiel powered generators) and renewable solutions (wind and photovoltaic generation) with respect to the positioning of the equipment in the territory and the season in which the site is organized. The energy assembly will be controlled by a plant that allows the recharging of endowment batteries. Camp area perimeter and internal monitoring solutions will be explored, both to ensure the security and protection of the area and to optimize the power use in ambient lighting at night. It will analyzesolutions for monitoring vital biological functions for camp key personnel and for subjects under continuous medical supervision. It will analyze communication solutions necessary for linking the device to the exterior, both in voice radio and in data and gsm communications. For the communication between camp occupants and with the exterior personal mobile phones will be used. The possibility of introducing a complex radio and gsm local plant will be studied.

Activity 1.2. Development of experimental model – Drafting experimental model execution documentation for alternative power generation, system control, perimeter and biological parameters monitoring.

Stage duration: 4 months (Month 2 – Month 4)

Drafting experimental model execution documentation for the power supply system consisting of electro-generator, wind turbine, photovoltaic panels, integrative centrals and battery system plus photovoltaic pannels mechanical support systems  and the mast on which the wind turbine will be mounted. Drafting the execution documentation for the IT system for the assembly, for the perimeter sensors system, for the internal and external communications system and for the biological parameters monitoring system for personnel and subjects.

Activity 2.1. Developing SIGHAB experimental model

Activity duration: 3 months (Month 4 – Month 7)

The experimental model will be developed at scale, taking into account the initially declared scalability of the assembly, so that the components will be nominal, their number will be reduced so that the functionality of the assembly can be tested without having to unfold the whole complexity of the proposed equipment. This reduction through scalability will be applied for the photovoltaic pannels, battery capacity, number of perimeter and area sensors and for the vital signs monitoring system. The model will be developed according to the drafted documentation, and the software system will be developed as to support scalability for both the level of the model and from the time of prototype development, namely mass production.

Activity 2.2. Experimenting the component parts and the SIGHAB model assembly

Activity duration: 2 months (Month 7 – Month 8)

Model experimenting will take into account the scalability of the model and will consist of checking the mechanical solution for fastening and the electrical performance of the multiple supply power plant, the software from the IT system functionality will be checked, area and perimeter sensors assembly, the functionality of the telecommunications complex and the vital signs monitoring complex will be tested. After verifying the constituent components of the system, the assembly will be checked in order to see how the IT solution can manage and monitor the entire system. The necessary adjustments will be made.

Activity 2.3. Elaboration of initial specifications for the SIGHAB system experimental model

Activity duration: 1 month (Month 9)

The initial specifications for the experimental model, in which both the functionalities and the way to obtain them, as well as the ways to verify and test the degree of fulfilling these parameters, will be elaborated.

Activity 2.4. Presentation and demonstration of SIGHAB model functionality and elaborating the technical and primary use manual

Activity duration: 1 month (Month 10)

A report will be prepared on how the functionality of the system was demonstrated, with respect to the ease of use both in operation and in packing and unpacking operations, taking into account the designed mobility of the system. Technical presentation and primary use manuals will be drawn up.

Activity 2.5. Technical feasibility study

Activity duration: 2 months (Month 11 – Month 12)

A study to prove the feasibility of the chosen technical solution and its outstanding advantages over traditional solutions will be elaborated. It will focus on system availability for emergency situations according to the project, on its mobility and on the ecological solutions embedded in it.

Activity 2.6. Protection of industrial property rights for the SIGHAB assembly

Activity duration: 2 months (Month 11 – Month 12)

Although most system components are on the market, combining them into an assembly with this complexity and functionality is an innovative idea in itself and together with other innovative elements that will arise during research, will be the subject of a patent application with OSIM.

Activity 2.7. Design and development of documentation for technical and economic analysis

Activity duration: 2 months (Month 12 – Month 13)

With the experience gained in the research, desigh and development stages of the prototype and based on the modifications and documents resulted from its experimentation, it will proceed to the elaboration of the documentation for technical and economic analysis

Activity 2.8. Elaborating technical documentation for the development of SIGHUB

Activity duration: 2 months (Month 13 – Month 14)

The technical documentation with the whole technological flow for the development of the SIGHAB product will be elaborated based on the experimental model documentation and demonstration documentation. Both the development of the electric and electronic subassemblies and the special mechanical components that go into the composition of the system are taken into account.

Activity 2.9. Elaboration of specification sheets

Activity duration: 1 month (Month 15)

The specification sheets will be elaborated taking into account the experience gained with the experimental model and the specific requirements of the final product.

STAGE III – Stage duration: 13 months (Month 16 – Month 28)

Activity 3.1. Design, development, verification and experimentation of SIGHAB prototype

Activity duration: 4 months (Month 16 – Month 19)

All system subassemblies will be designed in the conditions of the SIGHAB product development for which a prototype is developed: power supply system consisting of electro-generator, wind turbine, photovoltaic panels, integrative centrals and battery system plus photovoltaic pannels mechanical support systems  and the mast on which the wind turbine will be mounted. Drafting the execution documentation for the IT system of the assembly, for the perimeter sensors system, for the internal and external communications system and for the biological parameters monitoring system for personnel and subjects. For these subsystems and for the assembly a prototype will be developed and tested according to the procedures in the specification sheets.

Activity 3.2. Elaboration solution presentation manual

Activity duration: 1 month (Month 19)

A commercial presentation mandate, a technical presentation mandate and a product user manual will be elaborated.

Activity 3.3. Elaboration of documentation for manufacture preparedness

Activity duration: 4 months (Month 19 – Month 22)

The technological documentation for product development will be prepared, taking into account all environmental and mechanical stiffness specifications

Activity 3.4. Elaborating execution documentation

Activity duration: 3 months (Month 22 – Month 24)

The electric, electronic, mechanical and software execution documentation for the SIGHAB system will be elaborated.

Activity 3.5. Comissioning – prototype testing and verification for validation

Activity duration: 4 months (Month 25 – Month 28)

The prototype components and whole assembly will be tested and test bulletins according to the procedures in the specifications sheets will be elaborated.

Activity 3.6. Finalizing the specification sheets
