PROJECT IDEA OVERVIEW
1. PROJECT RELEVANCE:
1.1. Project idea
In the project “Power supply, monitoring, control and communication system for isolated temporary habitats – SIGHAB” an innovative modular product will be developed that will help ensure the best conditions for carrying out the activities taking place in disaster victim camps resulting from calamities (emergency situations).
1.2. Innovative character in relation to the state-of-the-art
The innovative character of the proposed solution derives from the fact that the system is a complete one, but it also ensures great flexibility and is easity adapted to the situation requirements. Transport is very easy due to the modularity of the system, in containers, and assembly is done easily and quick.
Unlike other solutions on the international market, this solution is different because of the following components: embedded control system; environmental and perimeter sensors system; biological functions monitoring system for survivors/personnel who are in shock or under great effort.
1.3. The maturity of the technology is ensured by the fact that all the partners involved in the project are competent in designing and manufacturing the component subsystems and the coordinator has a vast experience in providing technical solutions.
1.4. Existing strategy for the portection of intellectual property and know-how
Activities for the protection of industrial property rights were stipulated in the implementation plan, and will require:
– Preparation and submission of the required documentation for the patent with OSIM;
– Registration of the patent application;
– Publication of patent application along with the request for publication;
– Monitoring the situation of the patent application examination stage;
– Obtaining intellectual property rights through the publication of the patent specification.
1.5. The existence of the implementation plan
The implementation plan with the presentation of activity categories was defined in detain in the project. The tasks allocated to each partner, as well as the partner expenditure categories, highlighting the expected results, were defined for each activity
1.6. Knowing the technical challenges
For this project, the technical challenges derive from the complexity of the system and the interaction of its component parts. The technical risks that may arise were identified and a series of measures to minimize or eliminate them was proposed.
2. MARKET OPPORTUNITY (DOMESTIC AND INTERNATIONAL)
2.1. Relevance of market demand
Given the current legislative context, as well as the risk areas in Romania, the appearance of such a system is absolutely necessary, especially because mobility and adaptability are two unique features that ensure its success nationwide.
2.2. Defining the target market
The target market was defined taking into account all the stakeholders regarding emergency situations, temporary organization forms, as well as isolated habitats.
2.3. Realistic and extensive for market size
The developed system following project implementation will have a nationwide impact, with an added value in economic terms, summarized as follows:
– Through its objectives, the project will allow the development of the partners R&D capacity and their involvement in the already existing innovative process in an area of great interest and economic, social and environmental importance, such as renewable energies;
– The overall project, through the research aspect, as well the productive aspect, will focus on bringing and developing the skills and technologies necessary for the execution of emergency situations systems in our country.
2.4. Identification and explanation of market entry barriers
Market entry barriers in the case of the integrated system are represented by the additional costs that the consortium would have to incur in order to conquer the market.
2.5. Solutions of market barriers
Since this is primarily about financial barriers, these can easily be removed precisely by resorting to funding from the state budget.
3. TECHNOLOGY POTENTIAL AND COMMERCIAL PLAN
3.1. Existing interest and client needs
Currently there are several normative acts regulating the mode of action in case of emergency situations, the mode of organization and operation of a disaster victim camp, as well as civil protection.
The needs in such situations (law no. 481/2004, Order no. 1184/2006 for the approving of the Norms for organization and ensuring the activity of evacuation in emergency situations, Order no. 1494/2006 of the minister of administration and internal affairs for approving the Technical norms regarding the organization and operation of disaster victim camps in emergency situations) for both local authorities and emergency reams are related to the possibility of a rapid intervention and establishing energy supply, ensuring communication systems functionality, centralized control, space security, monitoring of the environmental parameters that triggered the emergency situation and not least the possibility of biological monitoring of the people in need.
3.2. Existing execution plan (business/marketing/distribution)
The business plan whose purpose is to technical and economic fundament the project proposal is found attached.
3.3. Existing evidence of technical veracity
The system intends to assemble in a unified whole, led by a proprietary software and in treir own topology, the constructive elements available on the market, which ensures not only the veracity of the proposed solution but also its economic efficiency.
3.4. Marketing/distribution strategies
Since this is about a product with specific utility and that is addressed to a clear need of a category of potential clients with special characteristics, the marketinf and distribution strategies will be focused on direct contact with the client.
4. MANAGEMENT CAPACITY
4.1. Management experience in the technology field
Since the proposed system is innovative in terms of assembly and compatibility, it is paramount that for each component there exists an expertise of the one dealing with that subset. Thus, all parnets involved have a vast management experience in the field of the technology used.
4.2. Management experience in target markets
Management experience in target markets of the consortium is supported by the fact that each partner is developing several research-development-innovation projects for which the target market was often new, but the approach has always been successful, identifying each time the real beneficiaries of the results and the transfer of results to them being achieved in accordance with the projections.
4.3. Experience in research, process development and innovation encourage
Each partner invorved has conducted or is conducting research, development and innovation projects both at a natiol and international level.
4.4. Missing knowledge from experience/expertise
The partnership was formed just for the purpose of forming a research team and the technological implementation potential required in order to achieve this complex project, as follows:
– SC Wing Computer Group SRL has experience in software, networking, IT and patient monitoring developed in other research programs;
– SC ISPE SA is one of the renowned research institutes specializing in energy, including renewables;
– SC UTI SA specializes in IT, security issues, monitoring and telecommunications;
– SC ICPE ACTEL SA specializes in large-scale systems, including offshore platforms and other sources of electric drive and island platforms for electricity generation, including special mechanical fixing and transport infrastructures.
4.5. Skills profile
The hybrid grid-gasoline (E85)-solar-wind power system: ISPE – has the skills and managerial qualities required for the implementation and promotion of innovative environmental technologies.
Embedded control system; Biological functions monitoring system for survivors/personnel in shock or under stress: WING – the company develops software products for complex monitoring of communication networks; R&D in ICT and biotechnology and other natural sciences and engineering.
Environmental and perimeter sensors system; Internal/external communications center for key personnel: UTI – offers full service on information security and communications security.
Mechanical poles and containers system. Additional: water pumps, water purifiers: ICPE-ACTEL: the company offers solutions and turnkey projects forelectric drive systems and equipment based on power electronics and microelectronics.
5. STABILITY AND SUSTENABILITY OF THE CONCEPT
5.1. Market concept
The market was defined by making an analysis of both the requirements in terms of emergencies that can occur locally, regionally or at a national level, the main beneficiaries and the utility of the modular system that will be developed.
5.2. Other development projects / (sustenability)
In the last 3 years the consortium has carried out and completed 30 research, development and innovation projects, worth over 40 million LEI.
The coordinator carried out 9 contracts, in two of them acting as coordinator, and 6 in the Innovation Programme.
SC ISPE SA carried out 5 projects, one of them in the Innovation Programme.
SC UTI GRUP SA carried out 11 projects, two of them in the Innovation programme.
SC ICPE ACTEL SA carried out 5 projects, all within the Innovation Programme.
5.3. Supplementing knowledge in the institution
The product intended for development touches the classic and regenerative fields of generating electricity, innovative mechanical solutions for support and transport packaging, integrated local communication solutions, biomonitoring potential risk subjects, being as many topics to show the need for interdisciplinary knowledge with a strong practical character for the assembly of the whole in a flexible product adapted to a nicke market in the field of emergency situations.
5.4. Existing project plan / structure
For the submitted project there exists a plan aimed at achieving the objectives through the allocation of adeqate resources for each activity (financial, human, time) and the evaluation, correction and control in real time of the project development.
5.5. Sufficient information
The proposed system was inspired by the legislation in the field of emergency situations, other relevant regulations in the field and the existing market knowledge within the group of partners with extensive experience in special mobile establishments with temporary destination.
